SUMMARY
Dr. Ashley, as an individual who is blind, brings his personal experience with disability and expertise on program accessibility to workforce systems development. He currently serves as the Project Director on the NIDILRR funded New Return on Investment Models (ROI) for the Public Vocational Rehabilitation (VR) Program to develop an enhanced and simplified ROI model grant project that was awarded to the GW CRCRE.
Throughout his career, Dr. Ashley has been successful at creating opportunities for individuals with disabilities. Dr. Ashley uses collaborative approaches to establish sustainable programs that braid and leverage resources that address identified service needs. He remains committed to this vision.

During his more than 35 years of working in vocational rehabilitation Dr. Ashley has been an innovator and champion for collaborative programming. From serving as an assistant Commissioner for over 25 years with the Virginia vocational rehabilitation agency, he has experience in leadership, Vocational rehabilitation program administration as well as service innovation and development. He has served as Project Director or Co-Director on numerous grants from a variety of funders including RSA funded Transition System Change and Career Pathways for Individuals with Disabilities grants, DOL/ODEP funded Disability Navigator and Disability Employment Initiative grants, and CMS funded Medicaid Infrastructure Grants. All grants have multiple cross agencies and system partners. In addition, Dr. Ashley’s experience includes collaborating with workforce systems to create inclusive services and has served as a Subject Matter Expert on several DOL/ODEP grants.
Dr. Ashley’s areas of expertise include Vocational Rehabilitation program implementation, program development and service enhancement that support the choices of individuals with disabilities to live, work and thrive in their community, Collaborative cross agency/cross systems program development, alignment, and integration, and Developing, administering, and innovating programs that support the inclusion of individuals with disabilities in workforce and education programs and career pathways opportunities.
