About This Training

Strong partnerships between Vocational Rehabilitation (VR) and Community Rehabilitation Programs (CRPs) are key to improving employment outcomes. This training explores how partners can better align roles, values, and expectations, identify gaps in collaboration, and strengthen communication and coordination. You’ll also learn practical strategies and tools, such as integrated resource teams and shared planning, to support more effective and consistent service delivery while building stronger, more connected partnerships.

In this training, you’ll:

  • Understand the roles of VR and CRPs and how each contributes to successful employment outcomes
  • Examine how alignment of values, expectations, and definitions of success impacts partnership effectiveness
  • Recognize common barriers and system challenges that affect VR–CRP collaboration
  • Explore strategies to strengthen communication, coordination, and shared decision-making across partners
  • Apply collaborative approaches to support more effective partnerships and improved job seeker outcomes

Jennifer Joyce

Consultant, CIT-VR: Path Program at The George Washington University
Jennifer Joyce is a nationally recognized leader in disability employment policy and systems change who brings more than 30 years of experience advancing competitive, integrated employment for people with disabilities. Jennifer has held leadership roles in state government and advocacy organizations and has worked extensively in training, policy development, and advocacy. She currently spends her time consulting with various organizations, including George Washington University’s CIT-VR PATH Program.

Wendy Quarles

Program Specialist, Interwork Institute San Diego State University (SDSU)
Wendy Quarles, is a Program Specialist at the Interwork Institute at San Diego State University where she works on the National Vocational Technical Assistance Center (VRTAC), and also splits her time engaged with many state and national initiatives focused on Employment Strategies and elevating SVRA and CRP collaboration. Wendy’s career has spanned 40 years, with a commitment to working with community-based providers, state agencies and businesses to develop and support inclusive workplaces and vocational development opportunities. Wendy’s dedication to elevating the capacity of professionals in all stages of work-preparation, job supports, and policy/practice development has been demonstrated in the last 25 years that she has been committed to staff development and technical assistance at the local, state and national level. She is a nationally recognized leader in the field of Supported Employment. For the past three decades she has served in leadership roles of the National Association for Persons Supporting Employment First (APSE), New York State APSE, and the Association for Community Rehabilitation Educators (ACRE).
